Description: This letter was sent to Edwin Havens from the Bureau of Pensions regarding a claim Havens made for an increase in pension. The letter tells Havens that the request was, "…rejected on the ground that the rate of pension, $6 per month, is the highest rate warranted for the degree of inability to earn a support by manual labor, as shown by the evidence in the case."
